It is possible to establish in Canada federal companies or companies registered in a selected Province (but in Quebec you will be required to manage your banking contacts in French).

Canadian companies can be tax-resident in this country or non-residents, depending on whether or not they have staff, a primary Place of local Management, and depending on their activity, if it is within Canadian territory the Company will be resident, it will not be if all of its operations and place of decision are outside Canada.
